The statue is in honor of Sandar Patel, one of India's founding fathers.  The statue of Patel, who was first Prime Minister Jawarhalal Nehru's deputy and interior minister, is to be built on a river island of Gujarat, the home state of Patel.  Historians have suggested Patel was more pro-Hindu than Nehru, secular and opposed to the 1947 partition of British India into the independent nations of Hindu majority India and Muslim Pakistan.  He worked as a team with Nehru despite differences and built India anew out of the ruins of partition.  He is known as the builder of modern India.
