Armed Forces of the Philippines

THE ARMED FORCES OF THE PHILIPPINES IS HAVING A VERY, VERY  BAD YEAR.   One of its arms, the Philippine National Police's (PNP)  Special Action Force (SAF) had a bloody and deadly clash with Moro National Liberation Front (MNLF) terrorists in Mamasapano, Maguindanao where 44 commandos had been killed and some wounded.  

The PNP chief Director General Alan Purisima  can be removed from the service if it is established that he was calling the shots in the operation in Maguindanao fiasco that happened January 25.  There was no confirmation that international terrorist and Muslim rebel leader Zulkifli bin Hir died in the clash.  Purisima can be fired because he was suspended last December on a bungled firearms contract.  


Former President Fidel Ramos criticized President Noynoy Aquino for being late or no show? in meeting the 42 bodies of slain soldiers at Villamor Air Base in Pasay City last Thursday, January 29.

Two pilots from Philippine Air Force (PAF) were killed, when the trainer planes (donated to the Philippines by Italy) they were flying crashed near the coast of Batangas, south of Manila.   All trainer planes were grounded.

I said to myself, self, the Philippines should turn down second-hand fighter planes and buy a few good ones.  The latest is Australia donating military landing crafts - hopefully brand new? The Philippines is the most poorly armed forces in the whole of Asia.

NaFFAA (National Federation of Filipino American
Associations) will hold its biennial meeting at Radisson O'Hare in Chicago
September 10-12, 2004 for its 6th Empowerment Conference.  The new chairman
is Loida Nicholas-Lewis, a former Clinton Administration insider, an immigration
lawyer, and in charge of  Beatrice LLC. Industries.  The theme is
"Bridging Filipino American Communities."  The
guest speakers are U.S. Army Maj. Gen. Antonio Taguba, the highest ranking
Filipino American in the Pentagon and Pulitzer Prize Winner Cheryl Diaz Meyer -
a senior staff photographer of the Dallas Morning
News.  But reading the letter below, it seems that NaFFAA is involved in a cloud of controversy about its
finances.  It's in partnership with the Gates
Foundation, promoting leadership training and
scholarship programs for Filipino American students.  It also collaborated
with the Ford Foundation
to produce Filipino American community cultural resources.  If I were these
people and foundations, I'd investigate, evaluate and assess what's going on in
this organization.  If I were Maj. Gen. Antonio Taguba, I'd have second
thought in accepting the invitation considering NAFFAA is highly political.

Dear Professor Torres:

You claimed that
"4,000 (Filipino-American community leaders) . . . attended the (NaFFAA's)
'Convention of Conventions' in the Moscone Center" (in San Francisco, CA) in
2002. How come the NaFFAA financial statement (F/S) for 2002 did not report any
income from the said Global Conference?

Since the 4,000 "delegates" paid
a registration fee of $50.00 per delegate, then the NaFFAA should have declared
an income of $200,000 from the delegate fees alone. The NaFFAA charged also a
$20 fee for ID even to the folkdancers of Ms. Celly Carbonnel, as she could
confirm. Where did the money go?

Prior to the NaFFAA's First Global
Conference at the Moscone Center, the NaFFAA held its 5th annual convention in
San Jose, CA. The NaFFAA national leaders boasted that more than 500 delegates
attended the convention. Since every delegate paid a convention fee of $175 per
pop, the NaFFAA should have collected $87,500. But again the 2002 NaFFAA F/S did
not show any income in form of registration fees of $87,500 or a total for both
conferences of $287,500 and counting.

Now the City Auditor of San Jose,
CA, has ruled that the amounts of more than $200,000 that Ben Menor diverted
from the Northside Community Center or NSCC (where he is the president and CEO)
to the NaFFAA was illegal and contrary to the charter of the NSCC. The $200,000
that Mr. Menor diverted to the NaFFAA was not shown or included also in the 2002
F/S of the NaFFAA. Where did the money go? Ben Menor was the chairman also of
the NaFFAA convention in San Jose in August 2002.

To date, the NaFFAA has
refused to release any F/S for its 2002 convention in San Jose and the Global
conference at the Moscone Center. It has refused also to name the consultants
that it paid $132,878 in 2002 alone. There are reports that the NaFFAA obtained
corporate grants and sponsorship moneys for its two events in Northern CA in
2002. How much was given and to whom is unknown.

There is speculation
that the moneys could have been deposited into new bank accounts that the NaFFAA
national executive officers opened, so that they deposits could not be made to
the NaFFAA treasury's bank accounts in Washington, DC (where it is
headquartered). Even if they subsequently transferred the moneys to supposed
third-party corporations, the Feds can easily trace the laundering of money by
invoking the doctrine of "piercing the veil of corporate fiction."

These
are some of the data that I will shortly provide the City Auditor and Attorney
of San Jose, CA, so that they may be able to present them to the District
Attorney for the prosecution of the NaFFAA erring officials under the RICO Act.
I am now being aided by well-meaning Filipino-American community leaders of
Northern CA. It is very easy to detect the modus operandi of the NaFFAA national
executive officers.

Now, people understand why the NaFFAA national
executive officials are painting me to be the Filipino Satan, the reincarnation
of the devil (even if I did not play hockey in New Jersey or did not go to Duke
University), an immoral person (for being not married to my common-law wife of
34 years and 6 months), having fathered children who are divorced from their
spouses, etc., and etc. These NaFFAA officials even reported me to the INS as an
alleged "illegal alien" in 2000, 2001 and 2002. (They are the 21st century
version of the Makapili of the W.W.II.) Now they are gunning after my wife and
even my children. Rodel Rodis has called me an "as_hole" and the reincarnation
of Sen. Joseph McCarthy. Greg Macabenta has called me an "idiot, a rat, mad man,
a parasite, a worm, etc., etc." Alex Esclamado and Lourdes Ongkeko have called
me a "crazy troublemaker out to destroy the NaFFAA" and who has caused
Parkinson's disease in Mr. Esclamado and a cerebral stroke in Mrs. Ongkeko's
husband. The NaFFAA treasurer, Mrs. Lourdes Corrales, has not only called me the
devil and Satan but also as a terrorist, lonely man, etc., etc. Mrs. Corrales
also hinted that my spouse is woman of loose-moral character. (I will shortly
answer point-by-point the latest "black propaganda" output of Greg
Macabenta.)

These NaFFAA officials take the trouble of posting so many
black-propaganda e-mails but they could not tell the public for instance as to
the identities of the NaFFAA consultants. They cite "respect of the privacy
rights" of the NaFFAA consultants.

If they are trying to impeach my
credibility as a witness for the Feds, then they are dead wrong. The NaFFAA F/S
and the lack of entries therein will do them in. The Feds can subpoena all of
their records, including their personal tax papers, and even confiscate them as
evidence of criminal conspiracy. I am only a mere whistle blower. I may not even
be asked to testify, as documentary evidence will prove sufficient for
conviction.

In due time, justice will prevail. And the truth will set me
free from any of the vile and venomous accusations leveled against my person and
kin by these NaFFAA crooks in sheep's clothing.

  2. THE MAGUINDANAO FIASCO: I SAID TO MYSELF, SELF, WHAT A DEBACLE AND HOW 44 SAF POLICE COMMANDOS CAME TO A TERRIBLE END? POOR MILITARY TACTICS? THERE SHOULD BE A NEW STRATEGY AND A NEW GENERAL.
