We have posted a position to replace the microbiology laboratory liaison once held by Judy Schermond, who as you may know, retired 3 years ago.  We seek a candidate with a background in microbiology who would be interested in this important role.  In this context, quality assurance refers to a role coordinating with labs to assist each other and the City of Chicago in carrying out laboratory response to public health issues.

MANAGER OF QUALITY ASSURANCE



Job Announcement



Department of Public Health



Number of Positions: 1



Description


  • Directs and coordinates the development of departmental quality assurance standards


  • Convenes committees and works with consultants and other experts to evaluate current standards used in various operations and program areas (e.g., clinics, laboratories, EMS services)


  • Consults with program directors, delegate agencies, and partnership representatives to develop and implement new and revised quality assurance measures and standards


  • Researches current industry practices, health care standards, and federal and state regulations and initiatives and communicates information to departmental staff for use in developing quality assurance standards


  • Directs program managers and health care professionals in implementing quality assurance management processes


  • Supervises staff engaged in conducting quality assurance reviews to ensure programs are providing quality services in compliance with state and federal requirements


  • Works with program managers and administrators in preparing performance management improvement plan


  • Prepares manuals and other reports documenting the department's quality standards, practices, and protocols


  • Oversees the implementation of regulatory requirements by the Illinois Department of Public Health Division


  • Coordinates and facilitates training and project initiatives to inform staff of new or revised policies and standards


  • Represents the department at various local, state, and federal conferences or meetings


  • Develops and interprets policies and procedures that affect departmental operations and programs, ensuing that quality standards of care and regulatory mandates are maintained


  • Participates in emergency preparedness initiatives to determine responsiveness of laboratory services


  • Provides laboratory support during outbreaks and emergency incidents, as required


  • Performs related duties as required.



THIS POSITION IS EXEMPT FROM THE CAREER SERVICE



Qualifications

Graduation from an accredited college or university with a Master's degree in Nursing, Public Health Administration, Medical Technology or the Life or Physical Sciences, or a directly related field, plus two years of experience in quality assurance management (in this context meaning worked in some capacity to assure quality of laboratory standards)

NOTE:  This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.



Selection Criteria

This position requires applicants to complete an interview.  The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.



Preference will be given to candidates possessing the following:


  • Previous experience working in a clinical or public health microbiology laboratory.

  • Previous experience with workplace policy or guideline development, such as quality assurance, infection control, biosafety, or preparedness committees

  • Current certification by the American Society of Clinical Pathology (ASCP) as a medical technologist

  • Teaching and/or training experience in a laboratory science

Evaluation
